Problem Title:
XC5200: Speed files are now available on the web

Problem Description:
Urgency: Standard

General Description:
Final -5 and -6 speedfiles as well as preliminary
-3 and -4 speedfiles are available on the web at:

Solution 1:

-3/-4 Changes from Advance to Preliminary

XC5200-3/-4 specs and speed files have been extended from the XC5210 only to the entire family. The Advance specs have been updated in the datasheet and are now Preliminary. The new XC5210-4 speed file is approximately 5-10% faster overall.

-5/-6 Changes from Preliminary to Final

The Preliminary pin-to-pin specs for -5/-6 have been changed to the Final specs in the new datasheet. The most common path used, using the IOB delay element, has been clarified by adding a new spec, tPSUL. tPSUL is the path through the CLB look-up table, while tPSU is the path through the CLB direct input to the flip-flop. The setup and hold times for the path when NODELAY has been chosen on the IOB have been increased from the original Preliminary specs. Note that these changes have no effect on the speed file, which did not change in going from Preliminary to Final. Use the new speed files and data sheet pin-to-pin specs when analyzing timing for the XC5200 family.
