GENERAL DESCRIPTION:
When the PROHIBIT constraint is used in a .UCF file it is ignored. Map is not passing this constrain
t to the .PCF file
Solution 1:
This problem will be corrected for release 2.1.
Meanwhile the work around is to manually edit the .pcf file
between map and par:

PROHIBIT = SITE C6 ;
