FPGA Configuration: DONE is High, device doesn't operate.
Problem Description:
Urgency: Standard
General Description:
After configuring an FPGA it does not operate. The DONE is
High and the IOs have released, but there is no functionality.
Solution 1:
If the STARTUP component was used in the design then the GSR
might be getting asserted. This would prevent all flip-flops
in the FPGA from transitioning.
The STARTUP component has a GSR input pin that is ACTIVE-HIGH.
If this is being used check the driving source, what state it
is, and whether the GSR line has been inverted or needs to be
inverted.
