Error is associated with the ucf (pcf) and par.
Developer note: Interaction between four constraints that cover the same paths
(PERIOD, OFFSET, TS02 and TS04) is causing the problem.
Solution 1:
The problem can be worked around by systematically commenting out lines in the .ucf
file to pin down the specific constraint leading to the error.
In some cases, re-ordering the constraints involved resolves the problem.
This problem is fixed for the 2.1i release due to ship in June, 1999.
