Has the DOUT pin gone High?

Yes, the DOUT pin has transitioned High No, the DOUT pin remains Low.

The DOUT pin will start out High and remain High while the Header portion of the Configuration Data is loaded into the FPGA. After the Header is loaded the DOUT will transition Low and remain Low while all the Configuration Data Frames are loaded into the FPGA. The DOUT pin will transition back High when the Configuration Memory is full. At which time the DONE pin will release. As long as DOUT is Low the configuration memory is not full.
