Is the Chip Select (CS1) enabled (Active High)?

    Yes, the CS1 pin is a Logic High.
    No, the CS1 pin is Low or floating.

    The CS1 is the Chip Select that enables the FPGA for configuration in the Express Mode. If the CS1 is Low the FPGA will ignore all CCLK transitions and will not configure. The CS1 is used in conjunction with the DOUT pin to Daisy-Chain FPGAs together for Express Mode Configuation. The DOUT pin of the proceeding FPGA drives the CS1 of the next device in the chain. The lead device needs to have it's CS1 held high by some other external source.
