Timing violations.

Verify that the Setup and Hold timing for the data to the Write Strobe (WS) meet the specifications in the Data Book. Another problem could be a false READY signal at the beginning of configuration resulting in the first bytes being ignored. The RDY/BSY doesn't become [that] functionality until after the Mode Pins are read. Before then it is disabled and pulled up. Make sure that the RDY/BSY has a pulldown resistor to indicate BUSY at such a time.
