The RESET or PWRDN pin is Low.

The RESET pin is an active Low input that is a Global Reset after configuration, but will restart the configuration process if active during configuration. The configuration process will not begin while RESET is Low. The PWRDN pin is an active Low input that will Power Down the device. Make sure both of these inputs are High when attempting configuration.
