Requirements Capture Working Group

The Requirements Capture Working Group was working on many of the same problems as DC-WG. The tentative proposal is to fold their work into DC-WG, extending the DC-WG charter to encompass their needs. The information below is background from their effort, which Steve Grout chaired.
