Details:
  1. Charter/scope discussion
     We didn't discuss the POVs as planned, because Jin had
     only received one POV so far.
  2. Constraint dictionary discussion
     We discussed this briefly; not everyone had a chance
     to review it prior to the meeting.
     Jin went through his presentation on a conceptual model
     for constraints.
     Some topics which need to be considered in developing
     the standard:
     - Verification strategy/validation procedure for each
       constraint
     - Consistency checking between constraints
     - Confidence level
     - Precedence
     - Logical versus physical relationships
  3. Review of VSI requirements list (attached)
     We went through the list without much discussion.
     An important point was the distinction between
     constraints (which describe how an IP block should be
     implemented) and assertions (which describe restrictions
     on how an IP block may be used).
  4. Review of GCL Table of Contents (attached),
     status update on GCL
     The quick summary on GCL is that it was about 80%
     complete for timing.  The main thing which was missing
     was a consistent description of the macros/operators to be
     used in identifying design objects.
  5. Status update on Ambit constraint language
     donation
     Greg indicated that he thought that the Ambit
     donation to SC-WG could probably be used by DC-WG,
     that it would probably be ok to post it on the DC-WG
     web site, and that there might have been some changes
     to the constraint language since the donation.
  6. Short term plan for developing the
     constraint dictionary for timing constraints
     We didn't reach any conclusions on this; we probably
     have to complete the definition of the charter and
     scope first.
News:
  The DC-WG e-mail reflector was converted to use Majordomo,
  which is a program specifically designed for managing mailing
  lists.  The e-mail address is still dcwg@vhdl.org.
