Details:
  1. Charter/scope discussion
     We reviewed the revised document from Jin
     - Constraint dictionary should be changed to constraint
       taxonomy
     We agreed that we should investigate RAIL.
  2. Constraint dictionary discussion
     We came up with several additional columns
     - Range restrictions
     - Dependencies / exclusivity of parameters
     - Verification procedure
     We reviewed the GCL table of contents, which lists
     a number of different types of constraints.  Additional
     timing/clocking constraints we identified are
     - modes
     - clock delays
     - tag-based constraints, where a tag (label) is used
       to distinguish between arrival times associated with
       different sources
     We discussed how to make progress in defining the
     taxonomy document, and agreed to partition the work
     into several categories
     - Parasitics boundary conditions
     - Timing boundary conditions
     - Exceptions
     - Clocking
     - Modes/constants
  3. We also talked about having a face-to-face meeting at
     DAC.  Due to logistical difficulties, this wasn't possible
     to set up.  We should meet at ICCAD at least.
