Since its creation OVI support open and publicly owned standards. It is an
operating policy of OVI and its TCC to obtain copy right of materials and to
ensure smooth transfer to IEEE, by accomodating IEEE format and exceeding IEEE
patents rules. To encourage innovation and encourage wide adoption, OVI will
primarily deal with strawman where the license, if applicable, is available
without compensation. As such, OVI working groups will primarily consider
strawman offered by companies that meet these rules. Any restriction or
deviation associated with strawman donation must be determined by TCC chair
first, and will require approval of the board for an appropriate action. The
TCC determination and board pre-approval must occur prior to any discussion by
the donating company with the working group.
