Details:
1. Review progress on action items

We briefly discussed the parasitics and timing boundary conditions
documents, but didn't review them in detail since Jin and Steve
weren't able to attend.

2. Discuss planning process

We discussed what needs to be done for the first phase and roughly
how long it would take, including

2 months : complete taxonomy
6 weeks : map the taxonomy onto the strawman and extend the
language to cover new things
2 months : define general language constructs and macros
1 month : define precedence rules
1 month : develop golden parser/syntax checker or TCL stubs
1 month : polishing

With this set of tasks, it seemed reasonable to shoot for
completing a rough draft of the spec in time for DAC '99 demos.

The conceptual model would be worked on in parallel with the other
items in the first phase, and would probably be partially complete
by DAC '99.
