Syntax modification for the driver specification command.
The -slew flag should have the ability to specify both the rise and the fall slew.
Proposed modification would be add a "fall" and "rise" flag to the slew flag
-slew {slew_value_rise, slew_value_fall}

In the disable command if no pin identifier is specified then the default
should be to disable all arcs in a cell.
7.5.2 disable The disable command disables timing arcs in a library cell and all instances
of that cell.
7.5.2.1 Usage disable [-library library_identifier ] -cell cell_identifier [-from pin_identifier ] [ -to pin_identifier ]
| [ -output_arcs ]|[-input_arcs ]|[-internal_arcs ]
