Subject: DC-WG: cmds that should support worst case value merging

In last week's meeting, we discussed coming up with a list of
all of the types of commands that should support an option to merge
values from multiple commands by choosing the worst case value,
rather than the normal semantics where the last command overrides
any previously specified value.
I went through the quick reference, and I think the following
commands should support this:
clock_arrival_time
clock_delay
clock_required_time
clock_uncertainty
data_arrival_time
data_required_time
slew_limit
slew_time
borrow_limit
driver_resistance
external_sinks
external_sources
fanout_load
fanout_load_limit
port_capacitance
port_capacitance_limit
In the meeting, we talked about using -absolute and -increment
options to switch between the two semantics, but after thinking
about it more carefully, I think we should add a -worst option
instead. -absolute and -increment in clock_uncertainty are
intended to describe the way in which the specified value should
be combined with actual clock skew values computed by a tool,
rather than how a specified value should be combined with
previously specified values.
