[$ieee-1850] Proposal to revise P&Ps

The following is a proposal to revise the IEEE 1850 Working Group's Policies and Procedures. The goals of this proposed revision are

1. to clarify that membership and voting priveleges go hand-in-hand

2. to acellerate the transition to membership for entities that have been
        participating in the WG and become IEEE-SA corporate members

The first part of this proposal addresses item 1, including the potential ambiguities identified in Johan Mårtensson's email (http://www.eda.org/ieee-1850/hm/0089.html). The second part of this proposal contains the paragraph proposed by Johan to address item 2, which was discussed in today's working group meeting.

Given the constraints on voting process in our P&Ps, we may want to vote on this proposal at the next WG meeting, on Tuesday December 21, rather than by email (which would require at least 14 days, and the Chair's decision to pursue an email ballot). Notification that this issue may be voted upon at the next meeting will be included in the agenda for the meeting. If the Chair prefers to pursue an email ballot, we can begin that ballot immediately after the next meeting. Either way, a quorum (>50% of members) must be present for the vote. A change in the P&Ps requires a 2/3 positive vote, excluding abstentions.

Proposed Change to IEEE 1850 Policies and Procedures

Part 1: Clarification that membership and voting priveleges go hand-in-hand

Section 7: WG membership

Paragraph 1:
- change
    "WG membership is by entity. To be eligible to vote in the working group
      an entity must be a corporate member of IEEE-SA."
- to
    "WG membership is by entity. To be a member of the working group, and
      therefore eligible to vote in the working group, an entity must be a corporate
      member of IEEE-SA."

Paragraph 6:
- change
   "After the three initial meetings of the WG, a member must attend two out of
    the last three regularly scheduled meetings to remain a voting member of the
    working group."
- to
   "After the three initial meetings of the WG, a member must attend two out of
    the last three regularly scheduled meetings to remain a member of the
    working group."

Paragraph 7:
- change
   "The Chair shall notify, in writing, a member that has lost its voting privileges.
    A member who has lost its voting privileges shall have its voting privileges
    reinstated by attendance at two consecutive meetings of the working group. All
    voting privileges and rights shall be restored after attending the second consecutive
    meeting."
- to
   "The Chair shall notify, in writing, a member that has lost its membership (and
    therefore its voting priveleges). A member who has lost its membership shall have
    its membership reinstated by attendance at two consecutive meetings of the working
    group. Membership, including all consequent voting privileges and rights, shall be
    restored after attending the second consecutive meeting."

Part 2: Acellerating membership of WG participants who become corporate IEEE-SA members

New Paragraph (Johan's Proposal):
- add the following between original paragraphs 4 and 5 in section 7:

   "If an entity that participates in the working group but is not an IEEE-SA member
    becomes an IEEE-SA member, then membership and voting rights in the working
    group shall be granted immediately on the basis of past attendance of the entity in
    accordance with these rules."

[Note that I've changed "voting rights" in Johan's original proposal to "membership and voting rights in the working group". The reference to "membership" here was added to be in line with the changes proposed in Part 1; the qualifying phrase "in the working group" was added to distinguish membership in the working group from (corporate) membership in the IEEE-SA. --EM]
