[$ieee-1850] Email Vote (Updated P1850 PAR)

Hello working group,

As discussed in our last working group meeting, we need to hold an  
email vote on the updated PAR.   We actually completed a version of  
the PAR about a year ago.  However, there were too many significant  
changes in the PAR for a revised standard.  Hence, I have gone back to  
the original P1850 PAR and simply added one paragraph in section 5.4  
that describes the purpose of the revised edition.

This is an entity only vote (although I welcome comments from  
anyone).  The "eligible" voting entities are:

	Cadence              DR: N.S.Subramanian
	IBM                        DR: Avigail Orni
	Mentor Graphics DRA: Tej Singh (I'll have Tej vote since I am not  
eligible)
	Synopsys              DR: Surrendra Dudani
Please submit your vote (approve, disapprove, abstain) as soon as  
possible, and no later than November 6
