IBM's vote is "approve", provided the following small change is made.

In Section 5.4, the proposed additional paragraph has this sentence:

"The updated standard will refine IEEE standard, addressing errata, minor
technical
issues, and proposed extensions specifically related to property reuse."

To ensure that this sentence covers all of the planned extensions, we
propose adding a few words at the end, so that it reads:

"The updated standard will refine the IEEE standard, addressing errata,
minor technical
issues, and proposed extensions specifically related to property reuse and
improved simulation usability"

Hello working group,

As discussed in our last working group meeting, we need to hold an email
vote on the updated PAR.   We actually completed a version of the PAR about
a year ago.  However, there were too many significant changes in the PAR
for a revised standard.  Hence, I have gone back to the original P1850 PAR
and simply added one paragraph in section 5.4 that describes the purpose of
the revised edition.

This is an entity only vote (although I welcome comments from anyone).  The
"eligible" voting entities are:
