Folks, I've followed up on the IEEE-SA procedures for interpretations and explanations. The IEEE-SA Standards Board Operations Manual describes the process: http://standards.ieee.org/guides/opman/sect5.html#5.9. Further information on interpretations: http://standards.ieee.org/reading/ieee/interp/index.html. It would appear that, while the ISAC process is effectively generating interpretations and explanations, the source of requests is not via the SA Secretary or the Sponsor (the DASC). Moreover, the interpretations and explanations aren't being published as required, largely because incoming requests aren't tracked through the SA. The question is whether we should revise our process to receive requests and publish responses as specified in the above-cited documents, or whether we should continue with our less-formal process. My concern is that, were we to do the former, that would be a signficant administrative burden and would not add any significant value to our audience. Making our deliberations more accessible, for example, through the searchable tracking system we're planning with Bugzilla, would be a better use of our resources. Comments?
