I'm with Voltaire! Yes, the IEEE editor does copy editing and proof reading
as part of the publication process. That will be an opportunity to fix
remaining typos.

Re case of letters: My general rule is to use all caps in the running text,
but not to be concerned about case in example code. The examples use a
mixture of case conventions thoughout the document, probably due to
different people writing them at different stages in the document's
evolution.
