I agree with that. Since most specs are distributed electronically today, being a little longer is no problem for anyone.

I think it would be a good idea to state it explicitly as a general
guiding principle for the design of the SCE-API. On the other hand,
when people are reading the specification and looking at each function
it is really handy when all conditions, technicalities, notes, etc. that
apply to that function is right in that section, even though that leads
to redundant text. What do you think?
