Issue IM15: When is cycle stamp taken?

Hi,

this is my proposal for new wording that clarifies when the cycle
stamp of an output message is taken. Change the second sentence
of the paragraph under the CycleStamp() declaration on p. 50 of
the 1.0 revision to:

  Each output message sent to the software side is stamped with
  the number of cycles of the 1/1 controlled clock elapsed since
  the beginning of emulation time at the time the message is
  transferred, i.e., at the rising edge of uclock when
  TransmitReady and ReceiveReady are both asserted.

Since the committee has decided to change the clock control mechanism
from `just in time' to `emergency brake', there is no ambiguity
inherent in the above.
