updated Mentor proposal

ITC Members,

I'm sending out an updated version of the Mentor proposal containing some
additions that we talked about last week, mainly,

- Discussions for support of multiple messages in 0-time
- Clarification of "what does not change" in SCE-MI, i.e.
   SceMiClockPorts, SceMi::Init(), etc.
- Suggested strawman for guidelines for mixing of SCE-MI 1.1
   models and SCE-MI 2 models
- Suggested subset of DPI for SCE-MI 2
- Complete example of using SCE-MI 2 with SystemC modeling environment

I'm going to send it as a compressed .pdf file. I hope it reaches
everyone. If not, we'll probably have to send it to individual
e-mail addresses.
