tlm_fifo template parameter

Stuart, All,

Do the restrictions on the template parameter to sc_fifo given in
1666-2005 clause 6.23.3 apply verbatim to tlm_fifo? I could go away and
think about it, but I would much rather someone gave me the answer 8=)
