RE: tlm_fifo template parameter

My assessment is that all of 6.23.3 also applies to tlm_fifo, except
that tlm_fifo does not have the requirement related to operator<<
as far as I can tell.

Requirement (b) related to operator= is somewhat related to the
rules I sent earlier related to the semantics of the tlm interfaces themselves,
namely involving deep copy semantics to enable message passing.
But I think it is good to explicitly list requirement (b) in the description for tlm_fifo.
