We deliberately did not do that because it would lead to 5 levels of
numbering 10.2.3.4.5, which is just too many. We judged that the practical
limit should be 4.

I am thinking sections 10-18 should become 10.1-10.18 with 10 labeled as
TLM or similar vein. Otherwise it makes the SystemC specification look a
bit unbalanced in my mind.

What do others think?
