[Shalom: ] 1364 and 1800 are coordinated.
This particular directive was originally proposed as part of 1800 and in
the end moved to be part of 1364, which is the basis of 1800, so it is
included by reference in 1800.

As for the exact names of these directives, they are no longer subject
to change as they have already been approved by ballot.
I don't remember why these names were chosen, maybe to emphasize their
nested nature.

[Shalom: ] This assumes that each directive may not be followed by
additional text on the same line. While it is true for `define and a
couple of others, I am not sure it is true for all. We did discuss this
in 1364. I think we did not want to require this in order not to make
illegal existing legacy code.
