Section numbers for Mantis items

I've done a first pass through the "urgent" priority items
(those to be dealt with in LRM 2.3) in Mantis for V-AMS.
The Summary field begins with eg "(Sec 5)" for Section 5
or "(Ann E)" for Annex E.
