In LRM 2.2, top of page 122 in section 6.7.5.1, I see the sentence:
  The direction indicator can only evaluate to +1, -1, or 0.

This sentence is in LRM 2.0, but not in the "Verilog-A LRM 1.0"
All the LRMs have this sentence:
  For any other transitions of the signal, the cross function
  does not generate an event.
(meaning no event for a positive transition when the direction
indicator is -1).  I don't see anywhere the intent that you 
mention.
