transition time_tol

Hi

Table 4.15 (2.3 draft, Table 4.23 in the 2.2 LRM) does not include the 
time_tol of transition() (and there is no equivalent of Syntax 6-11, 
e.g., for cross(), which indicates which arguments are 
analog_expressions and which are constant_expressions).

I guess that it should be a contant_expression.

Is this an omission from Table 4.15, or did I miss this elsewhere in the 
LRM?
