Hi Paul,
to stay consistent with cross and timer, I think it should be constant.
I can add it to the table in Chapter 4.

But from the simulator's point of view, there is no reason why it (or the 
tolerances for cross and timer) have to be constant as far as I can tell. But 
probably best to leave them as constant for LRM 2.3.
