annex D constants

Hi -
In the physical constants in D.1.1, there are spaces missing
between the tokens, eg:
`defineP_Q1.602176462e-19


Why is constants.vams D.1.1 instead of D.2?  (disciplines.vams
and driver_access.vams are D.1 and D.2, why is constants.vams
at a lower level?)


Hey! I just noticed that these entries were taken from LRM 2.1,
and do not include the corrections made in LRM 2.2!!!

1) Planck's constant should be P_H -- P_K is already used
for Boltzmann's constant

2) P_U0 has two values:
`defineP_U0(4.0e-7 * `M_PI) (12.566370614e-7)

the second should just be deleted

3) M_TWO_PI has the wrong final digits; it should be
6.28318530717958647693 (instead of ...52).


This reminded me of the Mantis item on these "constants"
