Question on Framemaker

Hello,
I have a question on framemaker and was wondering if anyone might have an 
answer for me.
I am updating the LRM to address some issues in Mantis.
In the master page of each document with have various variable, i.e.
std# = 2.3.1_DraftA

It doesn't appear that all documents in the book reference a unique variable. 
When I update the definition in the master page of cover.fm
std# = 2.3.1_DraftB

It will update all references to std# for that document only.

I then need to open and update the definition in each document which is rather 
painful.

I remember we used to be able to have a reference to a variable so it only 
needs to be changed in one place but that was in an older version of frame.

Does anyone know what I am doing wrong, or is this global update feature no 
longer available. I am using Frame 7.1

Any help, greatly appreciated.
