    net_identifier = expression
  | net_identifier = constant_expression
  | net_identifier { dimension } = constant_optional_arrayinit 

This is not wrong, but 

  | net_identifier = constant_expression

is redundant, as it is (or should be) a proper subset of 

    net_identifier = expression
