Generic interconnect proposal

SV-DC has a pending email vote on this topic, closing 9/30.

As outlined in a previous AMS Committee meeting, I don't see any
fundamental problems with this proposal (to allow generic interconnect
for 'typeless' connections) in the context of a future SV-AMS integration.
