SUBJECT: IEEE P1076.4 Balloting Eligibility

Dear Colleague:

It appears that there may be a discrepancy between the DASC roster and
eligible (SA-member) voters maintained by the IEEE. [Paul, is it possible
for you to contact the IEEE to ensure current DASC members are noted as SA
members for future ballots?] In order to be an official member of the
VITAL-2000 ballot constituency, you must be and IEEE member AND/OR an SA
member.

To explain this to you in more detail, I sent email to several email
reflectors and individuals on November 10, 1999. It is your responsibility
to ensure you are an IEEE member AND SA member, or an official observer for
this ballot.

However, in keeping with long standing DASC policy, the IEEE 1076.4 TWG will
treat ALL comments with respect to the ballot with equal importance. In the
eyes of the IEEE, ineligible voters will not have an impact on the official
outcome of the ballot. In the eyes of the DASC, ineligible voters' comments
will carry equal weight.

The balance of this message describes how we got this current state and a
proposed resolution to handle ineligible voter comments.

Background on Ballot Group Formation
------------------------------------
In November 1999, Victor Berman, Chair of the IEEE Computer Society DASC
approved the roster for the IEEE P1076.4 (VITAL-2000) ballot. The roster
included a list of eligible and ineligible voters.

Based on new IEEE policies, ineligible members will *NOT* receive the ballot
package. There were 19 ineligible voters of which 17 were IEEE members. I
am uncertain as to how many believe they are DASC members. But from recent
email, it appears that a few of you were under the assumption that you had
paid DASC dues and that you had gained SA accreditation via this path.

As you may recall, on November 10, 1999, I sent email to several lists with
the following notice:

     For those of you who have not recently participated
     in an IEEE ballot, effective June 1, 1998, you must
     be an active member of the IEEE Standards Association
     (IEEE-SA) in order to participate as a voter in any
     new ballots. If you are a member of the IEEE DASC,
     this fee is paid for you.

     If you have not joined the IEEE-SA (you do NOT need
     to be an IEEE member to join the IEEE-SA) I encourage
     you to do so. Information about the IEEE Standards
     Association and an application for membership may be
     found on the IEEE web site at
     http://standards.ieee.org/sa/index.html. (If you are
     an IEEE member and NOT a DASC member, the fee is $10.
     If you are NOT an IEEE member and only want to join
     the IEEE-SA, the fee is $125.)

     The IEEE would also be pleased to mail you a Standards
     Association membership application. Just contact them
     at the email/telephone/fax numbers listed above.

     If you choose not to join the IEEE-SA, you are still
     invited to participate in this ballot as an observer.
     DASC bylaws require your comments to be considered
     with equal weight as those of official balloters.
     If you are an IEEE member and want to be an observer
     the fee is $100 (Yes, it makes more sense to pay $10
     and join the SA and be an official balloter rather
     than an observer in this case.) If you are not an
     IEEE member, the observer fee is $200.

Ballot Package
--------------
In order for the ineligible voter to get a ballot package, you will need to
follow the previous email instructions I sent to download the specification.
You were given the password to the document in this email. For a printed
copy, you will need to print the document locally on your printer.

As we approach the close of the ballot, June 6, 2000, I will send a ballot
form for the ineligible voters such that your comments are returned to the
VITAL Technical Action Group (TAG) to be addressed.

Unfortunately, we are in the middle of the ballot and I am unable to affect
a change to your SA status as the IEEE understands it. Even if mistakes
were make with respect to your DASC membership status, or if you were to
make the payment now, the IEEE will not allow any change. I can however
ensure that in keeping with DASC policy, your comments will be addressed and
treated with the same importance as those from officially recognized voters
by the IEEE.
