Actually, the intent was not to define the concepts of zero and
non-zero time.  It is assumed that those are defined and well-known
and understood by the reader.  What I was trying to do was to
describe how VLMs can be used in the two cases of zero time
and non-zero time.  I agree with you that the concept of zero
versus non-zero time is independent of VLMs.  Perhaps because
I showed only an excerpt of the document in my email it appeared
as if I was trying to define those concepts when in reality
what I was doing was to describe VLMs transported and/or
consumed in zero or non-zero time.

Given the above, let me know if the text now is more clear to
you.  I suggest you take a look at the complete document and
see how the text fits in its context.  If you can't read the
