This is my recollection as well.   
I remember that after the meeting you and I discussed how the 4/21 schedule was tight, but gives us just enough time to complete and review the document after our current trip.

Brian,

Our understanding from the 3-31 meeting is that the deadline for
declaration of intent to propose was 4-7-05 and the proposals
themselves are due 2 weeks after that.

Has this changed ?
