i went back and looked at the design objectives and really didn't
find anything that definitively (closely or otherwise) supported
a requirement for dynamic parameters for sweeps. section 2.2.1
only defines a 'must' for supporting time-domain simulation.

i thought we were also only looking at modifications at this time
and not new proposals?
