Assertion API vote

Hi all,

I vote YES to accept the Assertion API donation as a starting point for further work on an API to provide access to the new assertion capabilities.

HOWEVER,
I would strongly request from our working group to defer any activities on such an API until
 - we have ironed out how to enhance the DirectC I/F donation to become SV's DFLI
   [I think this API is far more important; and I prefer one working, complete interface instead
    of two partly defined interfaces that can not be used]
 - the assertion capabilities of SystemVerilog have been fully defined by the Assertions working group. Otherwise I believe there is a high risk for defining an API having capabilities that do not match the capabilities of the language. IMHO there is
currently far too much flux in this area within the language itself. We should wait until this has been settled before starting to work on this API.

If this means we should not do it now, but work on it for SV 3.2; fine with me.
