I approve the extern part (Y) but I disagree with the export part (N).
Given the fact that I am not satisfied yet with the resolution of the 
context and how
to get and set the context procedurally, I am still leaning towards 
preferring an export
declaration which would provide the full prototype and would provide a full 
hierarchical name to the SV function instance. If there is further 
resolution between Doug, John and I, I will be reconsidering my vote.
I feel a little bit rushed on this issue.

I vote Yes on Andrzej's rewrite; it is definitively better than what is in 
SV 3.0.
However Andrzej's proposal is not assertive on unpacked arrays of packed types.
