Andrzej et al,
This problem appears to have been introduced by SV-BC on the 4th revision
of the SV 3.1 draft, specifically for item BC19-17a/BC60
Prior to this point (draft3 and earlier, the production "named_function_proto"
included the "function" keyword, from draft 4 (inclusive) onwards the keyword
went missing.
