Results of the vote/polls.

Item 1. Acceptance of the SV3.1A guidelines.

Passed: 3Y-0N-1A

Item 2. Garbage collection: C handle

Passed: 5Y-0N-0A (1 absent)

Item 3. BNF modification: dpi_function_proto

Passed: 5Y-0N-0A (1 absent)

With this, I am passing the agreed BNF related changes
to David Smith for keeping track of the changes. David,
please contact SV-CC champion Joao, if you have any
question. SV-CC will also separately maintain the list
of changes of its own part.
