Synopsys votes YES to accept the reader API donation, with the following
changes:
- vpi_load_extension to be moved from being just part of the reader API to
being a part of VPI
[otherwise the load extension mechanism would not be available prior to
an extension being loaded]
- incorporation of some additional errata on description of vpi_load_extension
