[sv-cc] Errata: vpiFuncType

I don't remember quite what was decided in order to handle function
returning types other than the normal Verilog types integer, time, real .
But we need to clarify the result of the query of the property vpiFunctype
for a function returning any new systemVerilog type.

Either it returns vpiUndefined or vpiOther. In either case the typespec
would be available from a funcCall object in order to determine the exact type.

Therefore I request an errata to be filed to clarify what the vpi property
vpiFuncType would return for all the possible returned data type of a function.
