[sv-cc] Are all unpacked arrays VPI array vars?

I have filed another erratum #301. I have highlighted
an apparent incompatibility between 1364 and SystemVerilog
as to what, for example, an array of integer gets
represented as. In 1364, the VPI object is an "integer"
with a vpiArray value of TRUE; in SystemVerilog, it
is an "array var", and vpiArray is never true for an
"integer".

I have included a proposal based on the assumption that
this incompatibility is deliberate.
