[sv-cc] Item 49 (fn return result): ready

Item 49 is also ready for discussion and/or voting, since it now has a
proper
proposal attachment.

The proposed change is a 1-sentence addition to the 'Function Return'
section,
stating that import decls must declare the fn return type or void (the
grammar requires this).
