Charles,
 
your proposal needs to take into account the representation of type
parameters.
That is parameters which can be assigned a data type.
I am not sure if the diagram represents this well or if all the properties
are meaningful for a type parameter.
 
Ex: (see section 21 of sv31a)
parameter type = myuser_typedef;
