[sv-cc] VPI proposal for types on wires

I have entered a new issue (#333) for VPI support of
types on wires, needed when (presuming "when" rather
than "if") the SV-BC proposal #168 gets approved.
I have also uploaded a proposal in .pdf and .fm.

In the proposal, all the new section 31.46 should really
be in blue, but for now I've used the red and blue to
indicate the changes from the corresponding section of
the 1364 standard, so that committee members can see
what's really new.

Our local team still has to review the proposal,
but I wanted to give the committee a head start to
make comments before our Wednesday meeting.
