[sv-cc] Updated proposal for types on wires

After reviewing the proposal for #333 with our local
engineers, I have uploaded a new and improved proposal,
vpiNets-8.[fm|pdf].

Again, in the new section 31.46, the red and blue indicate
changes from the corresponding section of the 1364
standard, rather than from the 1800 standard. All of
section 31.46 will be turned blue if and when we approve
it.
